The project of the periodic vehicle exhaust inspection management and system integrating work

Absrtact	Through several work coordination meetings, the annual plan this year assists Environmental Protection Administration to negotiate with traffic supervision institutes with the topics including the direction of executive policy, the application of periodic vehicle exhaust inspection data, elevation of inspection quality, the solutions to problems of inspection, and so forth. Meanwhile, it also implements the updating and correction of Vehicle Exhaust Gas Analyzers for highway supervision institutes and assists in processing license training of inspection staffs to ensure the inspection quality. For reacting with the required OBD facility for import new or under using vehicles ordered by EPA in year 2008, this report referred to international methods to bring up the plan for future OBD vehicle examination procedures, and to provide the available projects of evaluating the advantage & disadvantage of the introduced legislation for future executing and set system, and the proposal of implementing in stages. According to the result of several seminars held with traffic supervision institute this year, and the information from the investigation and correction of the instrument and facilities of supervision institute, and the researching of transmitting operations of periodic vehicle exhaust inspection data, this report emphasized in the current conditions of exhaust examining operation of supervision institute to simulate and evaluate the future examining methods and the quality inspection system in every stage. During this period, in order to assist EPA obtaining the periodic vehicle exhaust inspection data, this plan completed the investigation of the database of highway supervision institutes and obtained the periodic vehicle exhaust inspection data of year 2005 from six supervision offices/institutes excluding that of Kaohsiung city. Based on the data of vehicles exhaust inspection, this report completed the statistic of the vehicles’ profile and the accounting of reducing pollution according to periodic vehicle exhaust inspection, in order to assist EPA to demonstrate the results of controlling the mobile pollutions.
